Re:Future Use of the Winnipeg Beach Recreation Centre

Situation Analysis
.
The Winnipeg Beach Recreation Centre is an underutilized building that has the potential to be the hub of the community. The facility was established in 1979 to servicethe town’s recreational needs, particularly related to ice sports. Changes indemographics and the subsequent decline in hockey participation have meant that it isno longer financially viable for the facility to be used exclusively as an ice surface.

TheTown Council seeks the input of community members about potential future use(s) of thefacility.The Town Council engaged Rhonda Lorch of Lorch and Associates, to gatherinformation and ideas from community members, to facilitate a working group chargedwith prioritizing and refining that input, and to assist the working group to prepare aproposal to the Council.

Community Stakeholder Input
.
On May 26, 2007, an open forum consultation was held where community memberswere invited to share their ideas and suggestions for future use(s) of the RecreationCentre. The group of 55 individuals participated in brainstorming activities and roundtable discussions which resulted in a list of activities and concepts for a working group toconsider. The consultation also resulted in a list of people who would be willing to sit onthe working group.

The working group met three times to refine the ideas for the Council. They soughtfurther input from special interest groups that were under-represented at the initialconsultation including seasonal cottagers, youth, seniors and the special needscommunity. In addition, the group presented the draft proposal to an open communityforum for further comment and suggestions before presenting the final proposal to theCouncil.The working group has worked diligently to ensure that the final proposal represents thewants and needs of the community to the greatest extent possible. The group alsobelieves that the issue of using the facility to house an ice surface again has been put torest. There was very little support for the Centre containing an indoor ice rink so theproposal does not include such an option. In defining the proposal, the group alsoconsidered feasibility issues such as cost, best use of the existing facilities and whatcould be truly workable versus what would be great to include.

Participants wanted to ensure that the centre is:1.multi-functional2.appropriate for multi-generational use3.unique in the InterlakeValues related to the Recreation CentreThe working group identified four key values that should define the Recreation Centre,its operations and its offered activities. The Centre should:1.be community driven• responsive to community needs and desires• remain accessible with flexible opening hours and activities reflective ofcommunity needs• maintain an ongoing conversation with the community about the use andmanagement of the Centre2.promote healthy living through fitness and activity• provide appropriate facility and programming to be proactive aboutmaintaining good health• health is related to more than just the physical body; must consider otherfacets such as mental health, family health, health of the community etc3.ensure fun for all ages• Centre must be available and accessible to all in the community (youth,seniors, differently abled, families etc)• Must be multi-generational with activities for all age groups and activitiesthat involve different age groups together (extended families, seniors withyouth, etc)4.offer unique and innovative programming• surrounding communities offer various types of programming; ensuringthat the Centre is unique will in turn ensure that users from othercommunities will use the facility• constant review of programming is required to ensure it is fresh andresponsive to community need

Winnipeg Beach Recreation CentreFuture Use Proposal5The ProposalThe working group, with extensive input from community stakeholders, proposes thefollowing and recommends that the Winnipeg Beach Town Council approve the proposalin principle:1.That the re-development of the Winnipeg Beach Recreation Centre beapproached in 3 phases:Phase 1: (Immediate)• Relocate the Recreation Director’s office to the Recreation Centreand charge the Director with encouraging community use of thebuilding as it stands.• Engage appropriate consultants (design, engineer, funding) toadvise regarding the feasibility and possibilities related to theproposed Phase 2 development.• Identify a professional facility manager to work with the Council tomanage the re-development now and the ongoing administrativeand facility needs in the future including scheduling, maintenance,cleaning, supervising contract staff and volunteers, and marketingthe facility as a community hub• Appoint the working group which presents this proposal as anongoing advisory task force to provide input, advice and a liaisonto the community during the redevelopment of the Centre.• Create by resolution a Recreation Advisory Committee to workwith the Recreation Director and the facility manager to provideinput, advice and liaison to the community regarding the ongoingprogramming and operation of the Centre. Clear terms ofreference are required to ensure the Committee operates in anadvisory capacity rather than directing the staff and to ensure thatthe community at large is adequately represented on theCommittee.

How can the Centre be instrumental in helpingthe community to deal with such issues?User and membership fees• The tax base will be unable to support the new Centre in itsentirety. User and membership fees will be required.• Research will be required to establish various rates (eg. fitnessclub membership rates, reduced rates for permanent WinnipegBeach residents, discounted rates for seasonal Winnipeg Beachusers, regular rates for ‘commuters’ from other communities, onetime ‘drop in’ rates etc)• A solid revenue generation plan needs to be developed. If permission is requested to hold a social with a cash bar atthe Centre, how do the values of ‘promoting healthy living’ and‘ensuring fun for all ages’ come into play when considering therequest?Footnote: At the public forum on Saturday, August 18, 2007, there was considerablediscussion about whether or not the proposal should suggest that future developmentsinclude an indoor pool. A lively and respectful discussion ended in agreement that theexisting proposal is rooted in financial reality and feasibility and that the addition of apool is not fiscally possible. However, it was noted that programming in the new facilityshould include as much senior focused activity as possible to ensure that the facility trulyserves a multi-generational audience.

Winnipeg Beach Recreation CentreFuture Use Proposal11PreambleDuring the last election, the voting population of Winnipeg Beach made it clearthat they wanted more information about what is happening in their communityand more communication between the Town Council and the electorate. Inresponse to that message, the Council committed to strengthening therelationship between the elected and those who elect.One of the major decisions facing the Council is the future use(s) of theRecreation Centre. This issue presented a wonderful opportunity for the Councilto put their commitment into action by consulting with members of the communityabout their needs and wishes for the Centre. To that end, a CommunityConsultation Roundtable was held at the Recreation Centre on Saturday, May26, 2007. The consultation was facilitated by an independent, outside facilitatorwho assisted the community members who were present to articulate and collecttheir ideas.Although Council members attended the consultation, they were invited toparticipate as citizens of the community, not as elected officials. This actionallowed the citizens of Winnipeg Beach to have their say about the Centrewithout interjection or judgment by the Council. This created an atmospherewhere people really felt they could say what they were thinking and that theirideas were truly considered.This document reports the information and ideas that were collected and forms astarting point for a working group to refine the ideas in order to present arecommendation about the future of the Recreation Centre to the Council.

Winnipeg Beach Recreation CentreFuture Use Proposal12Welcome and IntroductionsAt 10:00am, participants were welcomed and thanked for participating in thisimportant event in the life of Winnipeg Beach. The facilitator shared that thefollowing would be the objectives for the day:• To share information about the Recreation Centre• To list possible ideas and objectives for the Centre• To identify a working group to work with the ideas and make arecommendation to the Town CouncilThe facilitator also reminded the participants that this was not a decision makingevent but that attendees would be asked to participate in critical thinking anddiscernment and to focus not on the past but to the future and what can be. Theywere also reminded that the discussion would be related only to the RecreationCentre and not other issues related to the Town. Finally, the group was remindedthat this is not a process driven by the Council but by the community. It waspointed out that although some Council members were present, that they wouldplay a largely observatory role because they are committed to hearing from thecommunity.To begin, the participants were asked to brainstorm a list of stakeholders whoshould be considered in future plans for the Recreation Centre. The following listwas created:• Every townsperson• Youth• Seniors• Business community• Cottagers• Surrounding communities• School• Partners and potential funders• Instructors• Coaches• Sports organizations• All three levels of government• Volunteer groups• Foundations• The wellness support community• Experts• Those with handicaps or disabilities and those who provide services forthem• Professionals

Most groups in the list wererepresented at the event with the exception of partners, funders and foundations.These are stakeholders who should be considered and consulted as the processmoves forward.History and What’s Different NowParticipants were then asked to recall the era when the Recreation Centre wasfounded and when it was in its ‘glory’ days. Participants recalled that:• Ice hockey was a prominent activity and many local kids played• Demographics were different: more families lived in the area• Families had only one working parent leaving the other free to volunteer,take kids to activities etc• Volunteers were easier to recruit and people stayed in volunteer positionsfor long periods of timeSo what is different today? Participants identified the following:• Ice hockey is no longer the prime activity in Winnipeg Beach that it was inthe 1980’s – not enough kids playing to maintain a league or an icesurface• Most families have two working parents with less time to be involved• People often commute to Winnipeg for work, shopping, activities• People will volunteer but only for short, episodic types of jobs• More seniors, fewer families in the area• More seasonal residents

Each group reportedand a composition list was developed. The list included:• Vibrant and connected• Committed to a common goal• Accessible• Safe• Inclusive• Prosperous• Fun• Active• Inviting• Friendly• Dynamic• Exciting• Useful• Welcoming• Colorful• Multi-use• Attractive• GreatParticipants were also asked to develop a list of nouns that could be included inWinnipeg Beach’s name. The list included:• Clean living• Year found community• Destination of choiceThe facilitator explained that these words described their hopes and dreams fortheir community.

The compiled list included:• Gathering place• Multi-use• Social hub• Activity hub• Top of mind when considering things to do• Unique facility (different from what is available in surroundingcommunities)• Party place• An ‘Interlake’ facility• Self sufficient business• Anchor for the town• A place that supports wellness for the community• Multi-generational facility• Place for relaxation• Youth gathering placeBuilding TourThe participants were taken on a tour of the building so that they could see allaspects of the facility, including the recently renovated and cleaned basement.Many people had never seen all of the building and seemed genuinely surprisedat the amount of space. The tour served to encourage creative ideas about howthe space could be used.

Participants were remindedthat in a brainstorm, many ideas are expected and required. Theconcepts that I heard repeatedly were that the Centre needed to be multi-functional, available and welcoming to all generations and unique in the Interlakeso that residents from other areas would be enticed to use the facility.I also heard that the facility would need to be self sufficient to a major degree.This may involve user fees, a business/marketing plan to specifically attractrentals for the building and perhaps membership fees for a potential fitnesscentre.Finally, I was gratified by the number of people who are willing to participate inthe process moving forward. I believe that this is a positive sign that people wantto be engaged and active in their community. Their participation shows that theRecreation Centre is an important hub in the community and worth their time andeffort to ensure it is a first class facility.It was my privilege and honour to be involved in this important part of the life ofthe Town of Winnipeg Beach. This is certainlyunderstandable. However, a great plan is rooted in solid research and fullcommunity disclosure and involvement. Previous recommendations may nothave received the full attention they deserved because they were perceivedas the vision of one or two individuals rather being representative of theentire community.We have an opportunity here to capitalize on the community involvementthat was begun with the Consultation in May. I believe that to short circuitthe process by moving directly to a plan without doing the foundational workrequired will mean that our recommendations will be met with the sameindifference. Therefore, I strongly recommend that we continue with theprocess we have begun to ensure that we have community buy in to theprocess and the ultimate plan.To that end, at the next meeting scheduled for Tuesday, July 24 at6:30pm, we will be discussing the values that the Rec Centre plan will bebuilt upon, hearing from the participants about the research they did with thevarious stakeholder groups and prioritizing the activities and programs thatthe May Consultation identified. These activities will give us the basis of therecommendations to the Council.Our target date for the recommendation is Tuesday, August 28, 2007. Priorto that date, I would like to arrange a public forum where stakeholders canhear the recommendation before it is officially presented to Council on the28th. This will give us the opportunity to capture any final ideas and hopefullythe blessings of the community at large. We will set a date for the forum atour next meeting so that it can be widely advertised and promoted.Speaking of blessings, your community is truly lucky to have such acommitted group of active, caring citizens working on this project. TheWorking Group also spoke with representatives of those stakeholders thatwere under-represented at the May 26 consultation. These included youth andseniors, differently abled citizens and seasonal cottagers.2.Making best use of the existing facility: The Town of Winnipeg Beach hasinvested heavily in the Recreation Centre both financially and in terms ofvolunteer time and effort. It is important that the proposal ensures the buildingis used to its best advantage, even with only minor redevelopment.3.Rooted in feasibility: It is important the proposal consider the financial abilityof the Town to support its suggestions. In addition, the Town will need to applyfor grants to support the redevelopment. If the proposal is not realistic in termsof its suggestions, it will make it more difficult for funders to consider.4.Easy for the Council to consider: The proposal must be one that the Councilcan agree to easily. It must make sense, be realistic and be good for thecommunity. There needs to be immediate wins in promoting community spiritand activism for the Town and the Town Council in implementing the proposal.

Winnipeg Beach Recreation CentreFuture Use Proposal11PreambleDuring the last election, the voting population of Winnipeg Beach made it clearthat they wanted more information about what is happening in their communityand more communication between the Town Council and the electorate. Inresponse to that message, the Council committed to strengthening therelationship between the elected and those who elect.One of the major decisions facing the Council is the future use(s) of theRecreation Centre. This issue presented a wonderful opportunity for the Councilto put their commitment into action by consulting with members of the communityabout their needs and wishes for the Centre. To that end, a CommunityConsultation Roundtable was held at the Recreation Centre on Saturday, May26, 2007. The consultation was facilitated by an independent, outside facilitatorwho assisted the community members who were present to articulate and collecttheir ideas.Although Council members attended the consultation, they were invited toparticipate as citizens of the community, not as elected officials. This actionallowed the citizens of Winnipeg Beach to have their say about the Centrewithout interjection or judgment by the Council. This created an atmospherewhere people really felt they could say what they were thinking and that theirideas were truly considered.This document reports the information and ideas that were collected and forms astarting point for a working group to refine the ideas in order to present arecommendation about the future of the Recreation Centre to the Council.

The facilitator shared that thefollowing would be the objectives for the day:• To share information about the Recreation Centre• To list possible ideas and objectives for the Centre• To identify a working group to work with the ideas and make arecommendation to the Town CouncilThe facilitator also reminded the participants that this was not a decision makingevent but that attendees would be asked to participate in critical thinking anddiscernment and to focus not on the past but to the future and what can be. Theywere also reminded that the discussion would be related only to the RecreationCentre and not other issues related to the Town. Finally, the group was remindedthat this is not a process driven by the Council but by the community. It waspointed out that although some Council members were present, that they wouldplay a largely observatory role because they are committed to hearing from thecommunity.To begin, the participants were asked to brainstorm a list of stakeholders whoshould be considered in future plans for the Recreation Centre. Participants recalled that:• Ice hockey was a prominent activity and many local kids played• Demographics were different: more families lived in the area• Families had only one working parent leaving the other free to volunteer,take kids to activities etc• Volunteers were easier to recruit and people stayed in volunteer positionsfor long periods of timeSo what is different today? Participants identified the following:• Ice hockey is no longer the prime activity in Winnipeg Beach that it was inthe 1980’s – not enough kids playing to maintain a league or an icesurface• Most families have two working parents with less time to be involved• People often commute to Winnipeg for work, shopping, activities• People will volunteer but only for short, episodic types of jobs• More seniors, fewer families in the area• More seasonal residents

Theconcepts that I heard repeatedly were that the Centre needed to be multi-functional, available and welcoming to all generations and unique in the Interlakeso that residents from other areas would be enticed to use the facility.I also heard that the facility would need to be self sufficient to a major degree.This may involve user fees, a business/marketing plan to specifically attractrentals for the building and perhaps membership fees for a potential fitnesscentre.Finally, I was gratified by the number of people who are willing to participate inthe process moving forward. I believe that this is a positive sign that people wantto be engaged and active in their community. Their participation shows that theRecreation Centre is an important hub in the community and worth their time andeffort to ensure it is a first class facility.It was my privilege and honour to be involved in this important part of the life ofthe Town of Winnipeg Beach. Are they missingsomething that we could offer?• Surrounding landowners:What will the issues be related to parking? extra traffic? noise?• Winnipeg Beach businesses:Again parking may be an issue. If the Rec Centre generates aninflux of users, need to ensure it doesn’t use street parking neededby businesses.Will have positive spin off for businesses as well – more people intown, more shopping, restaurants, longer hours, maybe winteropening. Businesses should support the concept because it willbring in new business but a good idea to discuss their ideas withthem.• Potential users from surrounding communities:If the Rec Centre is unique in the Interlake, it will attract peoplefrom surrounding communities.What are their needs, thoughts, concerns?What is their tolerance for user fees (at what level, for whatactivities etc)?Cost of gas to travel to Winnipeg could be a positive for the RecCentre – people would be willing to pay a fee for local programsrather than drive to the city.• Youth:What do youth want available to them? This is certainlyunderstandable. However, a great plan is rooted in solid research and fullcommunity disclosure and involvement. Previous recommendations may nothave received the full attention they deserved because they were perceivedas the vision of one or two individuals rather being representative of theentire community.We have an opportunity here to capitalize on the community involvementthat was begun with the Consultation in May. I believe that to short circuitthe process by moving directly to a plan without doing the foundational workrequired will mean that our recommendations will be met with the sameindifference. Therefore, I strongly recommend that we continue with theprocess we have begun to ensure that we have community buy in to theprocess and the ultimate plan.To that end, at the next meeting scheduled for Tuesday, July 24 at6:30pm, we will be discussing the values that the Rec Centre plan will bebuilt upon, hearing from the participants about the research they did with thevarious stakeholder groups and prioritizing the activities and programs thatthe May Consultation identified. These activities will give us the basis of therecommendations to the Council.Our target date for the recommendation is Tuesday, August 28, 2007. Priorto that date, I would like to arrange a public forum where stakeholders canhear the recommendation before it is officially presented to Council on the28th. This will give us the opportunity to capture any final ideas and hopefullythe blessings of the community at large. We will set a date for the forum atour next meeting so that it can be widely advertised and promoted.Speaking of blessings, your community is truly lucky to have such acommitted group of active, caring citizens working on this project. Winnipeg Beach Recreation CentreFuture Use Proposal30Winnipeg Beach Recreation CentrePublic ForumAugust 18, 2007Preamble remarks:In order to present the best possible proposal to the Town Council, the Working Groupstrived for a proposal that embodied four characteristics:1.Community driven and developed: It was important that as much informationas possible was gathered from various sectors of the community to ensurethat the needs and desires of the citizens was clearly and correctly articulated.To that end, a public consultation was held on May 26, 2007, followed bythree meetings of the Working Group (July 11, 17 and August 14, 2007). TheWorking Group also spoke with representatives of those stakeholders thatwere under-represented at the May 26 consultation. These included youth andseniors, differently abled citizens and seasonal cottagers.2.Making best use of the existing facility: The Town of Winnipeg Beach hasinvested heavily in the Recreation Centre both financially and in terms ofvolunteer time and effort. It is important that the proposal ensures the buildingis used to its best advantage, even with only minor redevelopment.3.Rooted in feasibility: It is important the proposal consider the financial abilityof the Town to support its suggestions. In addition, the Town will need to applyfor grants to support the redevelopment. If the proposal is not realistic in termsof its suggestions, it will make it more difficult for funders to consider.4.Easy for the Council to consider: The proposal must be one that the Councilcan agree to easily. It must make sense, be realistic and be good for thecommunity. There needs to be immediate wins in promoting community spiritand activism for the Town and the Town Council in implementing the proposal.
